Kekoa was born and raised in Kailua on the island of 'Oahu in Hawai'i. In 2017, he graduated from Regis University in Denver, Colorado with a bachelor’s degree in History. Kekoa then attended the University of Hawai'i, William S. Richardson School of Law with a focus in environmental law. Upon graduating from law school in 2021, he moved to Washington, D.C. After passing the D.C. Bar Exam, he dove headfirst into immigration law with one eye fixed on the newly emerging, and so far, statutorily unsupported field of climate refugee law, which is a hybrid field of immigration, international, and environmental law.
